Netsplit, in your Hexchat severs box for 7Chan change the server from irc.7chan.org or sage.7chan.su to harbl.7chan.org and it'll be fine.

Although if you're not using the auto-connect and all that jazz, just do /server harbl.7chan.org next time this happens and you'll connect to the active servers.
