It's princably 49 "states" which is just another legal wording for state=country.
Have a look at pre Germany and Italy for that matter.
It was turned into the corporation it is today 1870's (1873, I could be wrong I haven't got out bed this morning as I write this), they had to change the name and the font. Along with the Vatican, they were not happy Abot it. It was all to link them together with the city of London (London Square Mile, which it's self is a separate state )
Much like your capital is not?
I mean it is not in any state and is therefore outside of Virginia, which some people want to add it to.

I was not including Alaska and Hawaii on purpose. As they are connected as the rest and were added later anyway.
Puerto Rico is not even considered a State. I feel bad for them.
