Is there a way to make deleted data on ones mobile phone or desktop computer unrecoverable?

The standard UNIX/Linux utility "shred" run with the correct parameters will do what you need https://en.wikipedia.org/wiki/Shred_(Unix). If you are shredding the entire storage device, you can consider it completely unrecoverable, however if you are shredding individual files, be sure to check out the limitations regarding copies.
