If you don't have design software you can always try something like Canva, lol. I use Photoshop. I think most cell phones have a rudimentary photo editor that you can add text on, you just need to be able to expand the canvas further and add a background if you don't want the text going directly on top of the picture.

I'm going to say some things that sound like criticism, but trust me they're not, I'm just stating what ticks the boxes for me.
