A very simple tutorial on how to do this-
Find two images; The original, and a version where the girl has darker skin. A lot of hentai CG sets have something like this.
Open your image editing program, put the light-skinned version of the image on the bottom layer, and the dark-skinned version above it. Then, simply erase from the neck or collar up on the top layer, revealing the layer beneath it, giving this effect.
