Could you plese give me the name of a album that was released in the 2000s or maybe mid-late 1990s?

It has everything from completely fictional to autobiographical comics. One comic is about how the cartoonist in his youth came across a collection of unused film stock and made epic films that featured, among others, Stalin, Pius XII and rampant buffaloes.

Another comic is about the chess player "The Mechanical Turk" and a young Bobby Fischer.

One is about how a group of people discussing old TV shows have a meeting that ends in disaster, and it was just as well because the venue was booked wrong. Nazis were supposed to have it.

One is about how intelligent turnips are tricked into being picked with the song "Teddy Bear's Picnic".

And one is quite long, involving time travel.

What is the name of the cartoonist and the comic book album? Do you know that, please?

The British weekly comics mostly had annuals (some of the annuals outlived the comics they were based on, sometimes by over a decade!), which were a mix of reprinted strips, alongside ones specially made for the annuals (often with larger panels because the page count was not as restrictive), text stories and world-building.
The annuals based on TV shows, like this one, were often far more phoned-in, with very hastily-made, short comic strips and stories, world-building / "continuity" articles which often contradicted the shows, and pure filler; like the "Steady, Steed" page above, which obviously took 5 minutes to make.
