You should first take the dumbest tribe and teach their kids the largest tribe has always been their enemy.
Then, once the kids you've taught start assaulting their "enemies," you tell the largest tribe they must unite against the enemy for safety.
And then, whomever is abused by the leadership of the largest tribe can't do anything since "now isn't the time" and "the enemy is at the door."
