Now of course, the society at large likes to pretend that this is not the case, so even men will not admit it, but it's exactly why for example police can enter into unspoken agreements with the staff, even if they know what's going on. Also why for example rape culture in '90s Japan was so prevalent. Or why during war, suddenly everyone is up for it. I don't think they expect to use them again and as you said they don't want to be ratted out, but maybe don't have the heart to kill them either so they end up just mauling them a bit. I'd just kill, it's not worth the risk.
