Well the turbo kawaii (besides other factors that have to do why cuteness is sexually appealing in male sexuality which we won't go into right now) is basically an additional layer of manipulation. It's both obvious and more sneaky at the same time, because there's an additional layer. That additional layer says:

And sometimes it's actually true, but most of the time it's a manipulation tactic. A more graceful and a more subtle manipulation tactic. The goal of this manipulation is "perceive me as sexy"... and because it's more sneaky - it's more sinister in a sense or at least creates a bigger contrast and as a consequence a stronger feedback loop.
But it also signals more femininity, more fragility, more grace than overtly being slutty or sexual. You know it's quite complex actually, but hopefully I was able to explain the basics scaffolding of it to you. What I mean is that there are more factors that go into it that I haven't mentioned, but for those who dig that, it's all mostly subconscious and happens very quickly, the brain does the work for them. Most people goon to the most basic and boring "erotic" material though so they never require that kind of stimulation to get off. So it makes sense that their brain never looks for that kind of meaning in it either.

There's innocence.
